A day-long workshop on the Cluster Development Plan (CDP) was successfully held on Thursday at the Sherpur Upazila Parishad Hall, aiming to ensure economic growth and climate-resilient development in the region.

The event was organized by Sherpur Pourashava (Municipality) under the umbrella of the Resilient Urban and Territorial Development Project (RUTDP), a crucial initiative funded jointly by the Government of Bangladesh and the World Bank, and implemented by the Local Government Engineering Department (LGED).

The workshop, presided over and inaugurated by Sherpur Pourashava Administrator and Upazila Nirbahi Officer (UNO) Md. Manjurul Alam, served as a platform for detailed discussions on key urban development strategies.

The main paper on cluster development was presented by Engr. Nurul Amin Talukdar, Technical Expert of the project. Discussions primarily focused on three vital components:

Cluster Development Plan (CDP), Capital Investment Plan (CIP), Climate Resilient Action Plan (CRAP).

Special Guest Md. Saifur Rahman Hridoy, Assistant Engineer of LGED’s RUTDP, highlighted the importance of a participatory approach. Speakers emphasized that the World Bank is implementing this project based on public participation and feedback to ensure that local development activities are sustainable and effective.

Project officials outlined the ambitious scope of the RUTDP, stating that its core objective is to accelerate economic growth by connecting municipalities in the country’s south-eastern region with those in the north-western region.

The project seeks to: Strengthen the interrelationship between rural and urban economies. Establish climate-resilient urban governance.

This massive development scheme is set to be implemented in the first phase across 81 municipalities and 6 city corporations in 36 districts, expected to benefit approximately 21 million people, half of whom are women.

The RUTDP will finance the development of various modern civic amenities and infrastructure, including:

Roads and Footpaths, Street Lights, Drainage Systems, Public Toilets, Development of Markets and Bus Terminals, Construction of Super Markets, Bridges, and Culverts.

The gathering saw the presence of local dignitaries, including Upazila LGED Engineer Abdul Majid, Municipal Executive Engineer Shafiqul Islam Shamim, Officer-in-Charge of Sherpur Police Station S. M. Moinuddin, and local political and community leaders, alongside project experts like Urban Planners Saifur Rahman and Jobaida Parvin, Architect Azmira Akter, and Social Management Specialist Jahidul Islam.

আধুনিক নগরসেবা, জলবায়ু সহনশীল অবকাঠামো ও নাগরিক অংশগ্রহণভিত্তিক উন্নয়ন ভাবনা—এসব লক্ষ্য সামনে রেখে বগুড়ার শেরপুরে আয়োজিত হয়েছে “ক্লাস্টার ডেভেলপমেন্ট প্ল্যান (CDP)” বিষয়ক দিনব্যাপী কর্মশালা। বৃহস্পতিবার (৩০ অক্টোবর) উপজেলা পরিষদ হলরুমে আয়োজিত এ কর্মশালার আয়োজন করে শেরপুর পৌরসভা।

বাংলাদেশ সরকার ও বিশ্বব্যাংকের অর্থায়নে স্থানীয় সরকার প্রকৌশল অধিদপ্তর (এলজিইডি) বাস্তবায়নাধীন রেজিলিয়েন্ট আরবান অ্যান্ড টেরিটরিয়াল ডেভেলপমেন্ট প্রজেক্ট (RUTDP)-এর আওতায় এ কর্মশালা অনুষ্ঠিত হয়।

কর্মশালার সভাপতিত্ব ও উদ্বোধন করেন শেরপুর পৌরসভার প্রশাসক ও উপজেলা নির্বাহী কর্মকর্তা (ইউএনও) মো. মনজুরুল আলম।
এসময় ক্লাস্টার উন্নয়ন পরিকল্পনা বিষয়ে মূল প্রবন্ধ উপস্থাপন করেন প্রকল্পের কারিগরি বিশেষজ্ঞ প্রকৌশলী নুরুল আমিন তালুকদার।

বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন এলজিইডি’র আরইউটিডিপি’র সহকারী প্রকৌশলী মো. সাইফুর রহমান হৃদয়।
এছাড়া আরও উপস্থিত ছিলেন উপজেলা এলজিইডি প্রকৌশলী আব্দুল মজিদ, পৌর নির্বাহী প্রকৌশলী শফিকুল ইসলাম শামীম, শেরপুর থানার ভারপ্রাপ্ত কর্মকর্তা এস. এম. মইনুদ্দিন, উপজেলা বিএনপির সভাপতি শহিদুল ইসলাম বাবলু, সাধারণ সম্পাদক রফিকুল ইসলাম মিন্টু, পৌর বিএনপির সভাপতি ও সাবেক মেয়র স্বাধীন কুমার কুন্ডু, এবং স্থানীয় গণ্যমান্য ব্যক্তিবর্গ।

কর্মশালায় অংশ নেন নগর পরিকল্পনাবিদ সাইফুর রহমান, জোবায়দা পারভীন, স্থপতি আজমিরা আকতার, সামাজিক ব্যবস্থাপনা বিশেষজ্ঞ জাহিদুল ইসলাম, কাহালু পৌর কর্মকর্তা (ভারপ্রাপ্ত) শরিফুল ইসলামসহ টিএলসিসি সদস্যবৃন্দ।

দিনব্যাপী এই কর্মশালায় ক্লাস্টার উন্নয়ন পরিকল্পনা (CDP), ক্যাপিটাল ইনভেস্টমেন্ট প্ল্যান (CIP) এবং ক্লাইমেট রেজিলিয়েন্ট অ্যাকশন প্ল্যান (CRAP) বিষয়ে বিস্তারিত আলোচনা হয়।
বক্তারা জানান, জনগণের মতামতের ভিত্তিতে গঠিত এই পরিকল্পনার লক্ষ্য হলো—আঞ্চলিক সমন্বয়ের মাধ্যমে অর্থনৈতিক প্রবৃদ্ধি ত্বরান্বিত করা, গ্রামীণ ও নগর অর্থনীতির সম্পর্ক মজবুত করা এবং জলবায়ু সহনশীল নগর ব্যবস্থাপনা তৈরি করা।

প্রথম পর্যায়ে দেশের ৩৬টি জেলার ৮১টি পৌরসভা ও ৬টি সিটি করপোরেশনে প্রকল্পটি বাস্তবায়িত হবে। এতে প্রায় ২ কোটি ১০ লাখ মানুষ উপকৃত হবেন, যার মধ্যে অর্ধেক নারী।

প্রকল্পের আওতায় রাস্তাঘাট, ফুটপাত, সড়কবাতি, ড্রেন, পাবলিক টয়লেট, বাজার ও বাস টার্মিনাল উন্নয়ন, সুপার মার্কেট, সেতু ও কালভার্ট নির্মাণসহ আধুনিক নগরসেবার বিভিন্ন অবকাঠামো গড়ে তোলা হবে।
